Dr. Eddy Lee Kwee Heng has over 3 decades of managerial experience in both the public and private healthcare sectors in Malaysia. He is currently a Medical Planner and Private Healthcare Management Consultant who is familiar with the regulatory compliance and licensing on establishment of private hospitals in Malaysia. Prior to his role as a management consultant, Dr. Eddy was the Chief Executive Officer of several private healthcare institutions. In his role as Head of Healthcare Planner & Commissioner, Datuk Dr Anshaw combines medical expertise with strategic insight to guide every phase of healthcare infrastructure projects, from conceptualisation to operational launch. Datuk Dr Anshaw has over 20 years of extensive experience, knowledge and skills in medical illnesses and disorders such as diabetes mellitus, hypertension, kidney diseases, coronary heart diseases, stroke and many more. Dato’ Professor Dr. Rishya Manikam is the Head and Senior Consultant Trauma & Emergency Physician at the University Malaya Medical Centre, Faculty of Medicine. With an exceptional career spanning over two decades, he earned his MEmMed from the University of Malaya in 2010 as the top student and his MBBS from Manipal Academy of Higher Education in 2003, graduating as a Gold Medalist.
Since 2003, Dr. Rishya has been a dedicated educator at the University of Malaya, teaching and supervising both undergraduate and postgraduate students. His influence is significant, having trained over 60% of Malaysia’s emergency physicians. He has supervised numerous Master’s students, guiding them through literature reviews and research projects related to emergency medicine and critical care. With a prolific body of work, Dr. Manikam has made significant contributions through numerous publications in respected journals. Their research includes influential papers on capnography, the effects of promethazine on morphine administration, and the role of lung sonography in diagnosing pulmonary edema.
Dr. Rishya has been actively involved in research projects such as the clinical trial evaluation of COVID19, studies on the functional correlates of virus-specific T cells in dengue, and investigations into immune mechanisms related to respiratory viruses in children. Their work also encompasses the epidemiology of dengue and studies on mucosal associated invariant T cells. He has an impressive academic record with 88 publications listed on Google Scholar, totaling 1,910 citations and 1,256 since 2019. His h-index is 26 overall and 21 since 2019, with an i10-index of 37 overall and 36 since 2019, reflecting the substantial impact of his research.
Dr. Rishya’s professional roles include serving as a National Specialist Registrar and holding memberships with the SCCEM Conjoint Board and the College of Emergency Physicians. His leadership includes being the Head of the Trauma and Emergency Academic Unit at the University of Malaya and coordinating the Masters Programme in Emergency and Trauma. His expertise covers early detection and clinical presentation of dengue, critical care ultrasound, and trauma care for the elderly.
His academic excellence is recognized through various awards, including the prestigious Darjah Indera Mahkota Pahang and a Silver Medal for an AED project at Itex. Their commitment to education is further demonstrated by multiple gold medals for academic achievements. Beyond their professional accomplishments, Dr. Rishya has made substantial contributions to the community, including providing food aid during the Movement Control Order (MCO), delivering public health talks, and conducting first aid demonstrations.
In addition to his medical career, Dr. Rishya is a black belt in karate and the President of the Malaysia Underwater Hockey Association. He serves as an advisor to the Malaysian Taekwondo Association and is a sought-after expert witness in high-profile Malaysian legal cases. Dr. Rishya is also the founder and Grandmaster Trainer of First Aid in Martial Arts under the Martial Arts Medical Academy, where he develops and delivers specialized first aid training for martial artists.

Chan Kheng Hoe felt so ill-fitted to the legal profession even before he commenced his career that he chose to undertake social work instead. Threats that the Government would change the pupillage period from 9 months to 2 years eventually encouraged him to start his legal career with Messrs Allen & Gledhill. After practising for only one year, Mr Chan decided to embark on starting his own firm. It was the start of a perilous journey which helped him develop more guts than glory. Nevertheless, it was a journey that helped him become the lawyer he would turn into eventually.
From 2002, Mr Chan started handling construction disputes. Whilst he was at first in awe at the voluminous documents and various technical concepts involved, he soon learned that he could hold his own even amongst lawyers who were more reputable than him in the field.
Today, Mr Chan’s practice is almost entirely comprised of construction disputes only. He sits on the contracts and practices committee of Master Builders Association of Malaysia (“MBAM”), and helped launch the MBAM Mediation Centre (now under the auspices of the Construction Industry Development Board (“CIDB”)). For 2022-2023, Mr Chan also sits in the CIDB committee to review the CIDB standard form of contract (2022) which was launched in 2023, introducing novel concepts such as the early warning system, compensation events, and the use of dispute avoidance boards.
Besides, Mr Chan is an Advocate and Solicitor of the High Court of Malaya, currently practising as Kheng Hoe Advocates. He is also a panel arbitrator, adjudicator and mediator with the Asian International Arbitration Centre. He focuses on construction disputes, which in 2018 forms 70% of his entire portfolio.

Oliver H.C. Wee, the President of Master Builders Association Malaysia (MBAM) has over 40 years of experiences in the construction industry and has been actively served with the Association voluntary since 1994.
Since 2022, Wee has been appointed as the Board Member of Construction Industry Development Board Malaysia and the Board of Director of Construction Labour Exchange Centre Berhad (CLAB).
He was appointed in March 2023 as a member of a Panel of Experts under the Local Government Development Ministry. He also sits on the Advisory Member for the CIDB Construction Law Report. In 2023, he was conferred CIDB Fellowship Award in view of his contribution to the construction industry development in Malaysia.
He also empanelled as a mediator with Asia International Arbitration Centre, Construction Industry Development Board and MBAM. In the international frontage, Wee is currently the Board Member and Chairman, International of Asian & Western Pacific Contractors Association (IFAWPCA) Conditions of Contracts Committee. He is also served as the International of Asian & Western Pacific Contractors Association (IFAWPCA) Ambassador to International Federation of Consulting Engineers (FIDIC). He was the Chairman, ASEAN Constructors’ Federation (ACF) in 2023. Amy Tan holds a Bachelor’s Degree in Law (Honours) from the University of Sheffield, graduating in 2006. Following this, she completed the Bar Vocational Course (BVC) at the Inns of Court School of Law, City University in London, and was admitted to the Honourable Society of Gray’s Inn in 2007.
Commencing her legal career with Messrs Jeff Leong Poon & Wong, Ms Amy was called to the Bar in 2009. She subsequently transitioned to TH Liew & Partners, initially focusing on litigation before shifting her expertise to corporate law in 2010, where she has excelled ever since.
Ms Amy’s proficiency lies in managing diverse corporate exercises, guiding listed companies through foreign and local stock exchanges in various transactions including listings, rights issues, private placements, and acquisitions. Beyond transactional support, she offers strategic legal counsel to management teams and boards of directors, ensuring the legality and commercial viability of decisions while mitigating future risks.
Acting as a trusted advisor to retainer clients, Ms Amy handles day-to-day legal matters, effectively serving as an in-house counsel. She collaborates with company decision-makers, devising policies, and ensuring regulatory compliance.
Ms Amy’s expertise extends to both domestic and cross-border transactions, encompassing acquisitions, joint ventures, and foreign investments, with a notable portfolio in facilitating business ventures in Malaysia and overseas. Notably, she played a pivotal role in advising on power plant purchases in Indonesia, demonstrating her proficiency in negotiating complex legal and commercial aspects of transactions.

ERIC YIN KIM TYE

Eric Yin Kim Tye has over 40 years of working experience in the public and private hospitals in Malaysia. A trained Medical Assistant (currently gazetted as Assistant Medical Officer) under the Ministry of Health at Sultanah Aminah Hospital, Johor Bahru. He served at several public hospitals, including Kuala Pilah Hospital, Negeri Sembilan, General Hospital Terengganu, Tengku Ampuan General Hospital, Klang and the National Tuberculosis Institute, Kuala Lumpur. Subsequently, he was part of the hospital project planning and setup team at Ampang Puteri Hospital, Kuala Lumpur. Besides, he commissioned the Medical Records Department of the hospital where he becomes the Patient Service Manager.
In 1999, Mr Eric was recruited to assist the CEO of Sunway Medical Centre in the planning and commissioning the tertiary care private hospital. He was the Head of Integrated Learning and Resource Department. After his work contract ended at Sunway Medical Centre, Mr Eric was the Head of Customer Service and the Medical Records Department at Tung Shin Hospital, Kuala Lumpur until December 2018. Furthermore, he assisted the hospital acquiring IS0 2008 and MSQH accreditations for the hospital.
ALLAN HOO HOU MENG

Mr Alan Hoo, a distinguished Marketing Strategist and Business Development Director, begun his career in the Medical Disposables sector, significantly contributing to key implementations for Malaysian government hospitals. Notably, he successfully implemented products for the Ministry of Health under the Bumiputera Vendors Development Program for ASEAN harmonization (AEC 2025).
Mr Alan excels in building high-performance sales teams and implementing SOPs in both private and government sectors. His interpersonal skills and extensive network of professionals and key opinion leaders have been crucial to his success. As a trained Quality Management Representative for TUV SUV, he possesses vast knowledge in medical devices and has effectively trained personnel on their usage.
On June 1, 2019, Mr Alan was appointed Business Development Director of LKL Metaltech Sdn. Bhd., where he led the sourcing, market research, and the rollout of new product lines and technologies. He managed the registration process for new products under Medical Device Directive 93/42/EEC CE and ISO 13485 accreditation and oversaw the Semi-Knocked Down (SKD) Localization project.
From 2020 to 2023, as Director of San-Air SEA Sdn. Bhd., Mr Alan focused on enhancing indoor air quality with antimicrobial solutions to combat airborne diseases, including COVID-19. He developed key accounts in Southeast Asia and the United States, successfully implementing solutions with the Sabah State Government and the White House for COVID-19 mitigation.

A pioneer in Medical and Wellness Tourism Industry in Malaysia, Sister Kay McNaught, is well sought after Destination Medical Tourism Professional Facilitator and International Patient Care Advisor in Kuala Lumpur.
In 1979 she was employed as Sister/Nursing Supervisor at The Wellington Hospital, the first private hospital in London. Since she was very good with patients, the hospital management selected her to be their VIP Patient Care Manager looking after patients arriving from the Middle Eastern Countries (Saudi Arabia, United Arab Emirates, Qatar and Jordan) and in critical medical cases she often escorted patient back to the country of origin, ensuring continuous medical care and comfort during the long flight.
In 2010, upon returning to Malaysia, she saw an opportunity to refer international patients to Prince Court Medical Centre (PCMC). The hospital was built to cater for Medical Tourism but was unable to attract potential patients despite having several years of limitless marketing budgets. Her proposal to help market the hospital facilities and its services were well accepted. Sister Kay managed to refer patients from UK, EEC and Australia within the first year of their smart partnership and contributed gross revenue of over RM1million. She believes the success has been due to her understanding the market and her hard work to deliver a medical travel experience throughout their journey.
During that time, she has also established a smart partnership with Medical tourism agents in Australia and New Zealand. They have referred more than 300 patients for bariatric and cosmetic surgery at Sunway Medical Centre over a period of three years from 2018 until 2020 just before the arrival of COVID-19 pandemic.
Currently she is the Medical Tourism Advisor for Passage Asia (company registered with MHTC) where she has been responsible in the establishment of smart partnership between PA and Absolute Bariatrics Asia (Australia) and ensuring all their patients receive an enjoyable medical journey in Malaysia.
